广德经济开发区规划环境影响评价分析研究





摘 要



近年来，随着经济社会的发展和产业转移，广德作为安徽东南门户和承接产业转移的第一站，广德的经济飞速发展，落户开发区的企业越来越多。开发区的发展带来了工业的集聚和集中，伴随而来的是一系列的环境问题，使得区域内废水、大气、噪声等环境污染问题趋于复杂。

2002年10月，第九届全国人大常委会第三十次会议通过了《环境影响评价法》，首次明确规定了区域开发规划“应当依照本法进行环境影响评价”，该法于2003年9月1日起颁布施行。规划环境影响评价是指在规划编制阶段，对规划实施可能造成的环境影响进行分析、预测和评价，提出预防或者减轻不良环境影响的对策和措施，进行跟踪监测的方法与制度。

论文根据广德经济开发区现有企业分布和产业定位的特点，以可持续发展理论为基础，以多学科理论和方法为指导，按照国家和地方法律、法规的相关要求，采用定性分析和定量分析相结合的方法体系，对广德经济开发区的规划环评进行分析研究，通过分析研究及早发现广德经济开发区发展中存在的问题，对预防政府政策缺陷和实现可持续发展提供浅薄建议，提高广德经济开发区规划的科学性，实行可持续发展。

Analysis of Guangde Economic Development Zone Planning Environmental Impact Assessment

ABSTRACT

Guangde is located in the southeast of Anhui and is the first station of industrial transfer demonstration region of the city-cluster along the Yangtze River in Anhui. With the fast development of Guangde’s society and economy in recent years, Guangde Economic Development Zone is attracting more and more enterprises to be settled here. Although the rapid development of development zone brings industrial gathering, it also causes a series of environmental problems, such as the pollution of water, atmosphere and noise.

In October 2002, the Thirtieth Meeting of the Standing Committee of the Ninth NPC adopted the "Environmental Impact Assessment Law". The law was promulgated on September 1, 2003 and for the first time affirmed regional development planning should be in accordance with the law to carry out environmental impact assessment. Planning environmental impact assessment refers to the planning stage, the implementation of possible environmental impacts of the planning analysis, forecasting and assessment, and put forward the countermeasures for preventing or mitigating the adverse effects on the environment, carry out the monitoring methods and tracking system.

According to the characteristics of the existing enterprises’ distribution and industrial orientation in Guangde Economic Development Zone, the paper is based on the theory of sustainable development, guided by multi-disciplinary theories and methods, in accordance with the relevant requirements of the state and local laws and regulations, adopting the method combined with qualitative analysis and quantitative analysis, analyzing the planning environmental impact assessment of Guangde Economic Development Zone, to find the problems at an early stage through the analysis of existing research, providing suggestions for preventing the governmental policy deficiencies and achieving sustainable development, improving the scientific nature of Guangde Economic Development Zone planning, and at last to realize the sustainable development.
