【摘 要】The governance of basic-level society faces the difficulties of the conflict of interest, of the imbalance between supply and demand, of the barriers between departments, of the shortage of external

supervision.Jiangbei District has tried to settle these difficulties by carrying out consultation and dialogues.It reveals that the social development has to foster citizen' s consciousness of duty by self-service, to train citizen' s communication rationality by making public com-munication space, to increase citizen' s value identification by setting up social governance authority, to promote the so-cial capital to raise the social cooperative efficiency, to ensure the citizens rights and interests by coordinating work a-mong various departments.Finally, it proposes four countermeasures and suggestions to settle these difficulties.%基层社会治理面临利益冲突平衡难、供需脱节对接难、部门分割整合难、自体监督约束难等"四大难题".重庆市江北区搭建四大互动协商平台、加强协同治理、破解基层社会治理难题的有益探索给予社会建设重要启示:一要加强社会自我服务,培育公民责任意识;二要打造公共交流空间,培养公民沟通理性;三要树立社会治理权威,增强公民价值认同;四要提升社会资本存量,提高社会合作效率;五要完善部门协同机制,加强公民权益保障.针对基层社会治理难题,提出挖掘各地调解资源打造纠纷调解品牌,整合各地志愿者资源健全志愿
